This example actually uses 8 different pages to pull off all the changes:

1 FRAMESET
2 MENUS
2 MAIN PAGES
3 TOP PAGES

And as you can see, by following the link to change the MENU

it's easy to have the scroll bars appear when needed based on the viewer's window size

This becomes a problem in a situation like THIS where you don't want the scroll bars to break up the theme of the page
